Is this an SNES rom under the hood or...
I mean, it kind of looks like one of those modern S/NES ports with dynamic modern UIs on top, does anyone know if this game was like, cancelled for a long time or something, like star fox 2?

It's more like an indie game with a retro style.

The retro style is perfectly achieved then, I guess it figures it'd be that accurate coming from a Nintendo veteran

It depends which kind. Pom Pom really gave me the feel of a SNES game (especially with the OST, palette and even that one pixelation fade transition effect).
