Same prolem over 6 months later. Didn't help unfortunately. I'm really disappointed in the lack of help people are getting with this.

Hi mates, I had the same issue.. I managed to fix this by navigating to Local Files of game. There is _CommonRedist\vcredist folder which contain VC++ redistributable packages. I installed both x86 and x64 versions (if you have 32-bit Windows install just x86 version).. after that game started to work.. hope it will work well for you also..
(IMHO, such setup like installing mandatory run-time libs for game to work should be performed automatically on first run of a game and should be secured by developers.. that's clear devs fault..)
Let me know some of you if this helped..

Thanks a lot. I had the same problem and fixed this by reinstalling the resistributable packages indeed.

For anybody facing the same problem, just open the Windows Registry Editor, delete the following registry key:
- 32-bit Windows: HKEY_LOCAL_MACHINE\SOFTWARE\Valve\Steam\Apps\CommonRedist
- 64-bit Windows: HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve\Steam\Apps\CommonRedist

and restart the game. That will reinstall what is needed in the correct folder
