Anyways, and more specifically, Physx is now included automatically with Nvidia drivers if you download them through the GeForce Experience app, and it won't let you re-install them if they're already installed.
What worked for me was I went into C:/Program Files (x86)/NVIDIA Corporation/PhysX/Common, selected all the files, copy, and pasted them into C:/Program Files (x86)/Steam/steamapps/common/Way of the Samurai 4 (the same folder WayOfTheSamurai4.exe is, not the PhysX sub-folder), and it loaded right up no problem. I hope this helps anyone with this issue!
