No. This isn't a phone port. (Edit: Maybe.)
Just like FFIII, this is based on the Nintendo DS version of FFIV, but with a few additions:

According to PC GAMER:

The Steam release of Final Fantasy IV is apparently a remake of the much-more-recent Nintendo DS edition of the game, which came out in North America in 2008. It's been "optimized" for the PC with support for controllers, Steam achievements and an "all-new system for charting dungeons and uncovering the secrets within."

This isn't just a "lazy port", it's a proper PC port with some PC exclusive additions to it.

Also, it's a great game. I loved FFIV!

UPDATE: I was mistaken. The Android/iOS versions of FFIV were based on the Nintendo DS edition, and this PC port shares the same interface as those portable editions.

The DS is not the most recent version, having been released in 2008. The Android/iOS ports (being from the same code base) are the basis for this port. When it says "much more recent", what it's actually referring to is the fact that it is not the original 2D version that was released on the SNES/PS1/GBA.

The PC version shares the same oversized buttons as the Android/iOS ports. So yes, it is a phone port.

It is a mobile port which was based on the handheld versions.

I've tried both the DS and mobile versions and could hardly tell them apart at a quick glance (except maybe the GUI). Therefore, I don't see why it matters either. It's just like how FF III was brought to PC.

Apart from the UI being different, it's looks like the biggest difference between the DS and the iOS version is that they removed Whyt & the mini-games from the iOS version.

You're right, it does share the same interface as the portable editions of the game. The other poster, however, maintains that this is the APK file running through an emulator, which doesn't appear to be the case...?

1. Does it have hotplugging and afterplugging?

2. Does it have mouse support?

3. Does reducing the resolution and stretching it fullscreen add filtering like it's supposed to?

4. Is it missing effects?
