Can't level up ????'s Love Ability

When I initially got the ????'s Love augment and gave the ability to Cecil, it said I'd covered 28 times. And it would stand to reason you would level it up more by covering more, which I wasn't sure if it just applied to the Cover ability or to both Cover and Draw, since they're essentially the same just with different probabilities. But after using Draw for a while and seeing no difference in the number, I switched to Cover and used that through maybe half an hour of Pink Tail farming, and still the number is stuck at 28.

So am I missing something here in regards to what it means by "cover"? Or is my augment just broken lol. From what I've read, it should be as simple as just covering your other party members, but like I said I got nowhere with that. Unless by cover, it's referring to the way Cecil randomly covers from time to time, whether you have the augment or not.

Has anybody else had trouble getting this to level up or had any issues like I have? I'd really appreciate some advice on this because it seems like it has a lot of potential to be a replacement for regular attacks. If only I could level it up and get it a bit stronger.

Yes, Cecil must cover at least one time for any party members during a battle.

Here is the fastest way to level it up:
- Go inside Mist Cave (the very first cave you fought Mist Dragon)
- Equip Cover on Cecil
- kill everyone except Cecil, end the battle, then use Phoenix Down on Rosa (or anyone you like)
- Equip Draw attack on Rosa (or anyone you revived)
- use Siren to encounter Goblins, then wait until one of the goblins attack Rosa (or the one you revived). Cecil will automatically cover for her, now kill all the goblins and end the battle. Repeat the step until your ??? Agument level 99.
