Ys: The Oath in Felghana is not the Ys V - it's the remake of Ys III: Wanderes from Ys.
There is no Ys V (in any form) on steam and probably there won't be, unless Falcom Nihon will decide to remake the original game.

The only big issue with the game was that was way too easy. So easy that Falcom made a hardtype of the game. Most bosses are pretty easy as long as you have a health potion. Also fluxstones are pointless since you can't use them in boss battles. Those two things aside, the game is great.
The battle system could've been better, but it didn't take me that long to get used to. I never had much of a problem fighting enemies once I got the hang of what was going on.
Personally I thought the story was fantastic for a 10 hour game. A lot is going on and it can be confusing at times but overall it kept me interested.
The graphics look very nice as well, it was a big improvement from the graphics from previous games in my opinion. Something about big orchestral songs and not very detailed graphics just don't work with me.
Speaking of the music, it's outstanding. People say the music took a dive since they went from the turbo CD to the Super Famicom, but I disagree... Kinda. It wasn't the best quality of its time, but the music trumps anything else on the SNES. Even Chrono Trigger, which is my favorite game of all time, doesn't come close to Ys V's level in terms of music. The first time I heard the song "Field of Gale" I couldn't believe that kind of sound could come from a SNES game (granted it was on Falcoms music channel and there was some added reverb but still). The music really doesn't get the credit it deserves. They also remade it for the PS2 anyway so if you want better sound quality then go play that.
All in all, fantastic game.
4 (Mask of the Sun) was a SNES game, and had sort of an alternate PC version by Hudson Soft (Dawn of Ys) that wasn't quite the same game. It was remade on Vita (Memories of Celceta) but does not currently have a PC port for XSeed to localize. They're not big enough to do a port themselves.
5 was SNES, and has no port or rerelease. It was also such an awful and slow-paced game that it killed the series stone dead for the better part of a decade until this game came out in Japan. So you're not missing much.
Ys IV: Memories of Celceta has a Chinese PC port, it has been translated in English by fans. There is also a PC-Engine version that has been translated in English,even fandubbed and it's actually quite good !
They already have the official localization of the Vita games.
Correction, Dawn of Ys doesn't have PC version, it was made for PC-Engine.
Also, I've posted it in other Ys community thread, Wanderers from Ys, Mask of the Sun and Lost Kefin, Kingdom of Sand have no-localized special PS2 remakes.
