In restropect, that might had been a fortunate thing for the one-eye since its escaped siblings all got sliced up by Adol over the years...
It wasn't the Eldeen that tried to abuse the power of the Ark, it was a human sect. It's implied from other games that this group (at least in part) was the Darklings/Clan of Darkness, of which Ernst and Geis are both descended from. So the Galbalans are a creation of the clan, though whether or not they were willful creations, I have no clue. At the very least, the material they're made out of - gray/ash emelas - was a failed attempt at creating white/black emelas. However, I'd be curious to know if the Galbalans were running rampant as soon as the gray emelas came to be, or if it's something the clan merely took advantage of and re-molded it somehow.
