There was never an update where the dev acknowledged to nerfing the book (and why should he, it is not a powerful weapon anyways) but the last update changed the netcode in order to make online play more data efficient.
The book changed behavior along with that update.
its true the book only seems to work fine with the host and never with the other ducks. maybe is not a glitch but something that happens because of the host having a lot of priority between all the lag of all the other players
For example, other ducks can simply walk around on the ground slowly and they will be impossible to stun (for non-hosts).
For it to be purely latency related you would still have to leave the book's hitbox in time on the host's end (either by building sufficient distance or by jumping) in order to avoid the stun.
