[Midgame Spoilers] Overseer guiding me the "wrong" way after first objective

I started a new attempt at beating this game with the launch of Downpour. Previously I'd made it as far as the Five Pebbles region before getting frustrated and quitting, so I know at least a bit about the beginning of the game, and I've since spoiled myself on the rough route from 5P to the end of the game.

Once I met Moon's puppet (Moon themselves? idk lol), their yellow Overseer started guiding me to more neuron whatsits / 5P as usual. However once I got through Shoreline to the Shaded Citadel, it kept pointing me left, ultimately leading through the entire area and out the top-left exit back to the Industrial Complex. Last time I played over a year ago, it guided me downward and right to the Memory Crypts subsection of SC, and thence to the Exterior.

Once I crossed into IC and realized I was going the "wrong" way I took my own initiative and found my way back to the SC-Shoreline gate, and from there to the Crypts and the leg. The whole time, the Overseer kept telling me to go back to the left. I haven't seen it again since reaching the Leg, so I don't know if it's come to its senses yet.

I realize it's possible to get from IC to the Chimneys to the Wall and into 5P from there, going backwards, but this seems very very difficult even compared to the Exterior; so if the Overseer's behavior was intentional then I sure don't understand it!

(If it wasn't intentional and is in fact a bug then, well, here's the bug report lol. If it matters, I had both Remix and MoreSlugCats mods enabled, the former with configuration set to the Remix defaults; all other mods are/were off. I was playing as the white slugcat.)
