perhaps it may be less than downpour due to it possibly having less content (correct me if im wrong)

Base game is obviously base game, can't have anything without it.
Downpour added quite a few regions, changes to regions and entirely modified regions (The Rot etc.) not to mention coop, 5 entire new campaigns, nearly infinite mode in the form of Expeditions etc.
And yeah Downpour is almost entirely mod content added into the game but to be fair, so is The Watcher from what we know so far.
Now, pricing is usually not based on logic but actually based on what the seller believes the buyer would be willing to pay. Means The Watcher is probably gonna be the price of Downpour even though it, most likely, adds less content.
There is also the thing about many mods these days are basically the size of Downpour, if not even bigger, and those are absolutely free.
Everything about The Watcher is obviously an enigma. For all we know it could be bigger than the base game and Downpour combined and add 10 entire new campaigns, proper online coop that would make Rain Meadow (please go support that mod btw) irrelevant and it will be the best thing ever made.
I am personally just happy we are getting more Rain World stuff, really.
