Echo locations are random for each playthrough, if you're confident that you've searched the entire region then it's not there and you need to look elsewhere.

From my experience echos usually send you to the same region as the next echo so if you teleported out of a region the echo sent you to then the best bet is to fully explore regions until you find an echo
