if i remember correctly they are heavely distorted human voices in english
Pebbles is James Therrien
Moon is Lydia Esrig

Sliver of straw reuses moon's voicelines but distorted once again iirc

They're human voiced sped up, reversed and edited a bit from what i've read and seen

record yourself saying something you'd probably say in a civilized conversation. add a ♥♥♥♥ ton of reverb, but not enough to drown out what can be made out. speed it up a bit, until you find a tone to your liking. manually reach in there and chop up the recording, making sure it sounds like sections repeat sometimes, as if it's glitching. finally, reverse it.
Honestly, it's mainly the reverb/distortion I am confused about, plus I don't know any way to edit the audio, have any suggestions for that? Also how much is it sped up?

you can use audacity, which is a free audio editing program i mostly use. and for how much it's sped up? i have no idea. probably 50% or so, but you can just tinker with that whenever you get there to make it sound nice.

i've figured out how to reverse and speed up, now i just have to figure out the distortion

okay, audacity seems to destroy any audio put into it for some reason, because i have some audio that is perfectly clear outside of it, yet when i put it into audacity it becomes muffled and low quality

nvm, it's because i had distortion and thought i had removed it

probaby distortion, speed and then reverse, the way it was listed, if you want to preserve quality.
