There is little to no information on whether Watcher is canon or not, but the original Rain World developers (Videocult) are working on The Watcher, so it might be? Nobody really knows.
Some describe downpour as "rain world the videogame" which is a fairly accurate description since it was essentially just a mod centered arround delivering a way too narrative fanfiction and weird gameplay elements taht dont quite match the quality of the main game.
All because over night the publisher wanted to make a quick buck and suddenly this fanfiction was canon and they had no time to actually redo some stuff since most of the MSC team was kicked out of their own project after signing the rights, thats why there are so many contradictions and ups and downs which leads to downpour not quite blending armoneously with vanilla.
About watcher, we truly dont know, the only involvement the main devs had was the return of Alegra del'northern being the cutscene artist after like 5 years missing, and james leading the creative decissions, for all im aware joar is not participating since he has moved on from rain world and is working in Airframe Ultra, but maybe gives some advice idk, very few of the downpour devs remain for watcher, only andrew and cappin im aware of, the rest are completely new modders who seem to be more on the "reserved" side, along the remaining MSC members being aware of their past mistakes so i doubt the story is gonna be as fanfic as downpour at least, but unsure if will properly follow up vanilla motifs.
The issue is that the main devs dont even remember their own story well, joar multiple times forgets stuff he himself made, like moon ever wearing a orange cloak, and james is completely unpredictable, he can make the coolest and deepest concepts but also randomly one of his few additions to downpour was deciding "ruffles" was somehow fitting or something, so i dont even know what james will do after these 5 years.
My main concern is the implementation of modded regions, idk how much magic you can do to blend them well together, stitches can only do so much, and environmental storytelling is a big part of rain world for them to have like near a thousand screens of already made modded content which never related to each other much, so we would have to see.
Watched is setting off a better start than downpour ever had but still unknown if they will be confident enough to make it the continuation to the RW story we truly needed to have
Not talking about stuff that directly contradicts downpour but also acting as if downpour doesnt exist. Tho there are some incompatible vanilla/downpour concepts which may need to be adressed in favor of one of the two canons since there is a bunch of incompatible stuff
