Also I recently learned you can stun leeches with snails, so that might help.
Get lucky
Time your swim perfectly, hoping that you understand how to dodge leeches well enough that they wont latch on to you
Find something to distract them (other creatures.)
Get yourself a jetfish as they can't grab you
Get yourself bubbleweed, as leeches that get near you are stunned by the bubbleweed while it is active
Go around.
Take a hell of a lot of time to deliberately bait a leech onto latching, take it to a different room away from water, hope it suffocates before it gets back to water.
You can survive having one or two leeches on you, anything more is usually how you die.
I believe os long as you're going perpendicular to a leech while it charges you, it usually misses.
If you are just stuck in that garbage wastes room that introduces blue leeches for the first time, look at the room for a moment and you will notice the entire blue leech pool is optional and the room offers another path through the ceiling shortcuts.
If you are stuck in drainage system tunnels, best thing is to go left instead of right and collect a bubbleweed since they can easily follow you through the right.
There should be a lot of jetfish swimming around that can help you speed past the leeches.
