If you already beat the game you can start from any of the 1 win cats, tho replaying the default campaign can show you the new world changes.
The content of Downpour is worth it if you want to play more of this game.
Note that this mod was made by a different team and had very little influence from the original 2 authors, its a more "narrative" experience, so dont expect the same sort of "presentation"
It goes Spearmaster > Arti (Both in past era) > Hunter > Gourmand (Both in Early Moonfall) > Survivor > Monk (Both in "Present" era) > Rivulet > Saint (Both at different points in the further future, with the massive climate changes induced from 5P's further worsening condition).
All of the DLC slugs other than Gourmand are packed with lore. For the most part, all of the world changes the DLC introduces are changes in 5P and LttM's areas and superstructures. You can actually visit most of LttM's superstructure for instance in all but one of the campaigns, INCLUDING the original slugcats, although you probably wouldn't find the entrance until you have played Rivulet. I just hope you know how to hold your breath.
