Getting From Outskirts to Outer Expanse?

Hey y'all, my sister has been struggling to get to OE through the Filtration System (she plays Xbox, I play PC). She went from Outskirts > Drainage System > Filtration System. The wiki however, says OE has a direct connection to Outskirts, but all I’ve found is the previous path mentioned, and obviously Subterranean. I haven’t been able to find anything, so any info is helpful (especially since I’m eventually heading to the Outer Expanse Myself…with at least one pup).

Outer Expanse has a route to outskirts, but said route is a one-way path. You can't go from Outskirts to Outer Expanse. If you want to know where the route is anyways, it is behind the pipe survivor and monk spawn from. The reason it is unacessible to go to Outer Expanse this way is because of a pipe that has a too strong water current to swim downwards.
