Yes and no, blue inspectors and red inspectors are the same, the difference is that inspectors are normally blue, and they turn red if they become angry. Red inspectors try to kill whatever made them angry, i think eating neuron flies makes them angry but i am not sure.
Iterators however, do pet you.
Inspector will blink as a warning if you grab a neuron within their line of sight, and become angry if you eat it, still within LOS. You can eat neurons as long as it doesn't see you. They'll also get mad if you attack them, either with rubbish or spears.
There also is a red variant of the inspector, so they can be naturally red. If I recall, the natural color depends on the iterator you find them in (Blue for LTTM, and red for 5P but I can be wrong, so don't quote me on that). Most people just don't go far enough into 5P's inard to find them.
I remember reading that Inspectors were created using the same code as DLLs, so that's why slugcats close their eyes when they get close to the main body. I think I read this on the Rain World Wiki.
