Find shelter, come back after it rains. Alternatively die and get sent back to last shelter.
I advise you carry on this direction for now. Both of the other two exits from Outskirts lead to notably tougher areas than Industrial Complex. Visit them a bit later on.
Ah makes sense. So I went though and it used the water. I hibernated once (with 3 food only), but it didnt saved and the rain didnt drop, so it wasn't working. And the gate shows the same symbol on both sides, so in theory I should be able to leave if the water was here I guess.
I did die and respawned back in the outskirts, so that's solved. Though Im confused where should I go, I found 3 gates like this already in outskirts.
Thank you. So I'm gonna heed your advice, and when I finish exploring Outskirts I'm gonna go to the Complex then.
*unless you have the DLC. Though DLC discussions about map aren't productive unless we specify what campaign we're on I'd reckon (Shoreline sometimes has five, Exterior gets six, Sub gets four etc etc) and I think this is about vanilla; OP only has 3 hours clocked in RW and doesn't even own the DLC. Note however that I am not making this reply out of spite or to call you out or anything; if this somehow evolves into a discussion (and even if it doesn't) I'd like to be on good terms with you.
