If you do have the DLC, you go to the Rainworld Remix screen (the builtin mod manager) and enable jolly co-op. Then, as mentioned before, you use an external tool like Steam's Remote Play to connect your guest player(s) to your game and they control the other slugcats.
This is untrue as per the mod's creator's own words. Quote from the creator when a user asked why coop was now a "paid mod":

Untrue. It is not "no longer a mod," it is still a mod (edit: for the older non-Downpour versions, to be more specific again). Although with this phrasing it's possible you meant it's no longer only a mod, which is somewhat true (technically, it still is, it simply comes with Downpour now).
Untrue, as per the creator's quote I mentioned in my last post.
You're correct, this mod is not coming to workshop; that being said, I don't consider my post to be irrelevant as I am correcting misleading statements that may lead OP to believe that he must purchase Downpour in order to get co-op in Rain World at all. That was the intention of my post.
