Better response: Depends on what you're looking for. What aspects of Rain World do you hope to find in a similar game?
They're very different games at their core, but they both operate the same way: everything you do is based around the physics engine, and the engine for both of these games was custom built by the developers for their game.
The short answer is no, there is no other game like Rainworld, and what it manages to do and bring together. Noita comes fairly close in a number of ways, though: it's also a 2D "platformer" (calling these games that seems like a disservice though), it's hard, everything is based on physics, and you're going to die if you don't know what you're doing. Exploration is also encouraged, and things are not as they appear.
It's also fairly cheap:

Daaym, Im gonna have to DL Noita again, aint I?
(On a personal note, Hollow Knight is one of my all-time favorite games and the fact it's only $15 is unbelievable to me.)
Noita was already linked, so I'll just link Hollow Knight for posterity:

The Oddworld series is the closest I've come, although that largely comes from the worldbuilding and creature design moreso than feeling particularly similar to play.
While Oddysee and Exoddus are undeniably old-feeling games, for their day the creature behaviors were really unique and novel. Paramites being chill up until the moment they're cornered, Scrabs being territorial and fighting eachother, the horror that is Fleeches. In terms of trying to present creature behaviors that are more interesting or natural, they have some common ground
Aesthetically there are some parallels as well, for example the Mudokon temples have a presentation that makes me think of Rubicon. The tech in the world as well, far future machines of incredible power that've never lost the industrial heavy machinery look.
You also can't go wrong with Noita, it's definitely a different experience from Rain World but made with a similar degree of care and love.
Hmm. No, I disagree. Outer Wilds is an incredible game and a definite must-play... but I'm sorry, I cannot see any similarities either in style, vibe nor in mechanics.
The only similarity I could think of is both Outer Wilds and Rain World are sort of non-linear games where the story is mostly told through exploration and self-driven interest in uncovering the world's secrets.
Maybe it's a bit of a stretch, but I think I see where CeKo is coming from.
Noita is my best comparison, very different games but very similar approaches to hands-off gameplay and physics. Plus Noita has some of the best "outside the box" moments i've had in a game.
