Report a translation problem
The 1.9 update brought with it changes to enable mod creation and hosting in the Workshop. In order to make the Workshop work, code changes needed to be made to how the game functions under the hood, which necessarily meant that all mods from the "old" RW versions would break. The developers mentioned this back in the summer, I think.
For v1.9, you can only use Workshop mods (and Remix, which are just built-in available mods). For 1.5 or earlier, you need to use Steam's "beta branch" in the game management dropdown through your library, and roll back to said earlier version, to use the older mods.
