That's a late game area you're in (yeah you can randomly wander in)
Usually the little yellow buddy you have(we call him iggy) tells you where to go by showing a slugcat face, but he doesn't appear in certain areas.
In shoreline you will find an NPC, then you get pointed at another area by iggy where you'll find pebbles, and he'll explain certain things.
Yeah this lack of direction is what I was pointing out in my review.
going to shoreline requires very precise movement to avoid centipedes, leviathan and dozen of angry scavs;
going to farms requires plentiful of (not leaves) spears;
going to filtration requires a lamp (or neuronal enlightenment).
