CRC check failed. Please reinstall the game.

I tried to play order of battle pacific but could not.

It has been a while when I played it last time. I have played both campaigns succesfully. Now I wanted to try battle of britain update but could not. I have already reinstalled the game many times, checked the integrity and stopped norton firewall but no progress. Always the same message "CRC check failed. Please reinstall the game."
The game is installed into default directory. I am running windows 8.1.

if I check the integrity, it says 2 files are bad and they must be fetched again,then if i run the integrity check again it says all files are ok.
???

What more can I do?

Are you running Steam program as administrator?
Try installing the game in a different Steam library folder, specially if it's on C:\Programs files (x86)\...

I have run steam with "run as administrator" option but it did not help.
Then I changed my account to administrator privilege and now the game works.

It looks like "run as administrator" etc is not enough, you must use administrator privileged account.
