If so, is there a version I can buy that isn't pay to win? I've been reading a lot of negative reviews that it was...

This is not pay to win.

The boot camp (tutorial) campaign is free, and the additional campaigns are paid addons.
Oh Ok. So the bootcamp is like a demo. Why all of the negative reviews then? They're being a bit misleading,
The "free" aspect regretfully attracts the entitled children - this game was previously the domain of gamers who liked Panzer General / Panzer Corp.

Who then get upset the whole thing is not free and have a tantrum.

It also had 78% positve rating - prior to the change - and fully deserved it. At least the 500 hours I've played it thinks so.

The game has, in order: Boot Camp (free), a DLC (free), the first missions of every campaign (free). Want more? The buy a single DLC, choos your side/scenery and you will spend less than buying the whole game. I bought every DLC but it's not mandatory at all. Just try the game :D
@Spartacus I agree it's not for childrens but it's not only for grognards too :D A nice game everyone can enjoy, even someone playing it in his sparetime (few hours) like myself.

Yes but Panzer General and Panzer Corp are considered beer and pretzel war games.
I'm not a grognard as I don't have the patience to become deeply involved in micromanaging and details.

Games like War in the Pacific Admirals Edition - now that's what Grognards like.

On the other hand I have only ever managed to buy one game for myself that my both spoiled rotten and entitled 16 year old nephew likes.
"Panzer Corps" is DLC City, compared with this (not to mention all those Japanese Anime fighting games with 12 DLC on release day). It's also more of a Puzzle/Strategy - once you work out the puzzle to the strategy to win a map, that's it. You'll never play it again.

Same was very much true of "PG 2" - just replay the Dunkirk scenario, from decades long-memory and once you've unlocked the puzzle you won't play it again. "PG 3D" was less so, but felt abstract with it's blurred visuals.

"OoB" can be won using many different methods or approaches. That it is free-to-play is obvious to any

"WitP", Gary Grisby titles and of course any game with the SSG pedigree (from the days when SSI and SSG were considered Lite and Hardcore respectively) are full-on. Set aside a weekend to play just the early turns for those. Persoanlly, I steered clear of SSG.

For the whiners, this game now is actually free. To get more content you need to buy DLC. Simple. Those of us who paid for "OoB: Pacific", as it was previously known have no qualms as we paid from the outset.

Entitlement indeed. Since when is a Free game truly free anyway?

Pay to win......??? For a wargame??? Ive never heard of any wargame using pay2win! Maybe if such tablet versions exists.... but on the PC!

That said I own PK and played all the original PG games + Peoples General. The only issue I have for this game is that the prices seem to be over-inflated for the amount of content.

That being said Im not sure just how much content there is in one dlc compared to say what I got for the original retail release of PK!?! i.e. monies worth, gameplay duration vs cost. Are they similar?

And before someone decides to write out an essay - I understand the model and have no problems with it. This genre is always going to me more niche than say Casual games. My only issue is whether the dlcs are value for money.

Play the first missions then choose what you like. If you choose, say, only one DLC because you like being US fighting Japan or vice versa, you will have a full campaign themed this way.
I don't think it's a good idea buying all DLCs. The add more campaigns? No. They unlock the existing campaigns. So before buying a DLC all you need to do is playing the first mission ;)

Okay - I think I see youre point! Though Im not convinced that I will get my monies worth. Maybe ill wait for a sale. ^^
Or buy just one DLC: Winter War. Just a suggestion because most campaigns are based on "isles map" sceneries. Winter War is a new direction (larger maps, less isles).
