I definitely would not.
Engineers are great in 65%+ cover where their 10-16 combat power is +2 over the infantry 12 which makes up for their -2 on defense. Everywhere else they’re extremely vulnerable. On heavily urban maps (Stalingrad) they are monstrously powerful but these are few and far between. They need trucks because they move slow as heck. Their shock and efficiency damage are massive which makes them great for eliminating entrenchment in a single attack. They're cheap -- especially to elite reinforce -- which is good because they are guaranteed to take losses in just about any fight.
Standard infantry are cheap and work ok in most terrain types. Their primary role is standing in front of more valuable stuff to eat damage. They're your reaction fire generators. Obviously good cover % terrain is going to help them against armor. They can march pretty well, no need for trucks. I tend to have a good number of these guys to protect my large artillery park.
Heavy infantry is an all-in-one package. They have great stats and indirect fire. They're for holding key terrain while fully entrenched. Their alt attack doesn't remove entrenchment! You'll absolutely need to motorize or mechanize them, there's simply no alternative because they are slow as heck.
Paratroopers are a mix of engineers and regular infantry with a high cost in CP and req. They can be great elite infantry, but they tend to be better preserved for their specific mission.
Marines are basically only useful for naval landing missions or fighting in jungle. Some campaigns they're essential, in others you might want 2-4 for the occasional naval landing mission as replacements for your regular infantry.
Mountaineers are like Marines, you pretty much only want them when there's loads of mountains.
Ski troopers are special Finnish units that absolutely rock at cutting stuff off in winter. In the Finnish campaign you'll want loads of them.
Keep a close eye on cover % and terrain combat modifiers, they're hugely important for how the combat system works. The other key thing to note is rivers, which tend to provide a +1 to damage taken and -1 to damage delivered for units on river tiles.
It is very helpful in not only understanding infantry, but using them all to work together. very hard campaign :)
