Bug or not? I took the inland city in the West with para and was able to deploy all my Itialian land troops there.
ps. keep your para on the AF and the supply city next to the AF until help comes.
I've just completed this mission yesterday (difficulty 4/5) and didn't find it too complicated.
All you need to do is to secure the airfield on the first turn (2 paras per fields) and once you have some planes start expanding slowly. With the 2 "bonus" paras I focused on destroying the north battery and bunker (gives ressource points) an also destroying the south one.
Once done you can bring your main force and advance toward the objectives. The naval part was rather easy, all I had to do was to send a couple of fighters in support on during the second wave to provide air cover and a stuka to finish of the weaken ships.

Good luck!
