Is it just me or are naval battles in open sea (not ports) extremely rare if not non-existant?

If I understand it right, there is a 10% chance of a fleet intercepting an enemy fleet in the ocean region they are in.

I had a fleet stay in an ocean region for 30 turns and it never engaged the 3 enemy fleets that were there.

Either the chance needs to increase to 33% at least or it should be possible to directly engage fleets.

Because as of now, the admiral hero is kind of a waste as he rarely does anything.

Yeah, doesn't seem to be working at all, I've been at it turn after turn to get into an actual naval battle, no dice, ever.
