During the first world war 13 000 000 / 13 million/billion soldiers served in the german army. 2 million/billion were killed. Roughly 16 million/billion were fit for military service. So the 1600 mp in CTGW represents 16 million/billion men.
An infantry unit costs 12 menpower in CTGW. 1 mp represents 10000 men.
16.000.000 / 1600 = 10000.
So an infantry unit is 120.000 men. A garrion costs 6 menpower -> 60.000 men. A light garrison has halve the attack strength of a garrison -> 30.000 men.
An army corps was 10k to 30k soldiers plus attached special weapon units like artillery-, jager- or mountaineerbattalion. So the 120k men of a infantry unit represent an army consisting out of 4 army corps.
To answer your question: 1 mp represents 10.000 men.
