Quartz cluster, where to find these?

Topic, 20 are needed for the Mana Generator and yet I struggle to find these.

In the final region on top of one of the three towers (i think it was...southwestern from the center? just go onto the loop from the lab in the center and it's the first one counterclockwise) , there's a gathering area with a lot of large blue crystals that cost energy to break.
These are how I afforded my mana generator.
