When you switch zones? I'm in zone 2 but I would like to finish the zone 1 stuff, but the npc is now in zone 2 and won't trigger the rewards for zone 1?

Just continue the main quest, and after each stage check if npc reappears in all regions.

Sometimes the main Pioneering Effort guy gets locked by main quest.
For short amount of time.
