For combat items, I guess their effectiveness?
I haven't confirmed it in this game, but in previous titles I've played, your equipment tends to have better stats with higher quality. I'm not sure if it's a spectrum or just breakpoints that need to be reached related to the letter rating of the product. IE 90% quality to 100% quality could be A tier, but have the same stat bonuses - or that 100% might actually get 10% more bonus over that 90%- I'm not sure.
The higher your component quality, the higher the quality of the finished product is going to be. As for intermediate components, like neutralizers, I think I noticed the higher quality ones will have a bigger resonance area even though it doesn't indicate a bigger resonance area in the effects in the bottom right of the screen at a certain threshold. I could be wrong about it not being indicated, but I remember squeezing out some more stats on gear because of bigger resonance with neutralizers that only had like 7 more quality over the other ones I had of the same colour.
TLDR: You should be trying to increase quality if you can.
Yeah, there's a stat on the char sheet underneath attack, defense, etc, "item quality" or something like that. Increasing that gives boosts to all the stats when you finally equip it.
