Camera sensitivty really slow on controller?

Even with the sensitivity speed set to 10 the right analog stick feels like its stuck in the mud when panning the camera. Is there a way to fix this issue?

I have noticed that there's a fat dead zone on the analog sticks which makes moving the camera and aiming feel sluggish as hell. If you have some sort of dead zone setting on your controller, try turning it down all the way

I've tried messing with deadzones but it doesn't seem like it makes much of a difference. Using the mouse there isn't any problems but using analog sticks the camera feels so slow and almost juddery even with the camera speed set to 10.
