You keep trying make this a morality thing and it's just not. The amount and type of horny stuff in a game is an artistic decision by the developers no different to any other decision.

Will the environments be bright or dark?
Will the gameplay be casual or difficult?
Will dead enemies be gory or will they dissolve into blue sparks?
Will characters be chibi or realistic or somewhere in between?
Will the game be balanced or intentionally unfair?
Will obstacles have clever workarounds or do players have to just gitgud?

And when Atelier Yumia arrived at the question of "how horny do we want it?", their answer was "give the protagonist with a dump truck ass, and have a brown girl with boob mole, and make upskirts difficult but not completely impossible".
