Yeah, besides the notoriety, 1 passion is enough to start the event, but you need 2 passion with them to actualyl get the option to give them the spoils and get the achievement. At least that's what happened to me.

If you hang out long enough (I think turn 100) invaders will attack and you can easily kill them to break the card and get the "broke all the cards" ending.
As others have said, break a carnality card on Shama and then ignite her passion, and she'll eventually ask you to kill her dad. This is the earliest and easiest way to break the conquest card and get the "broke all the cards" ending.
But you can also put it in the bottom left "overthrow the Sultan" slot. This will trigger a much harder series of events unless you've specifically prepared a path here (regicide plot, etc.) But at least you'll go out in a blaze of glory.
