Possible fix for Appcrash on startup
If you have a non-English version of Windows you may find the game crashes on startup. The likely cause is the (r) symbol in the directory name where the game is located. In this case, the fix is as follows:

1 - You can change your Region and Language settings, using the Change system locale... button on the Administrative tab to change your Current language for non-Unicode programs to an English language setting.

This requires you to reboot your system (and you'll need to change it back again when you want to use programs that the new setting breaks).

Or you can,

2 - Download App Locale from Microsoft and install it. If you're on Windows 7 you will need to run a command prompt as an Administrator then launch the App Locale installer from it.

Once you have it installed shut down Steam and launch App Locale. Select Launch an application and browse to the Steam.exe. Okay that and it will display in the box underneath Launch an application. Click next leaving Arguments blank. For Language of the application you MUST select U'zbek.

*** This will NOT work if you select the English language option. ***

Click on Next once you've selected U'zbek. Check the box next to Create a shortcut to always run this application with AppLocale, give the shortcut a suitable name then click finish.

Steam will now launch and you'll be able to run the game from Steam as normal without the crash at start up.

Now, the shortcut you made will be saved to:
X:\Users\<current user name>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Microsoft AppLocale

Where X is the drive you have Windows installed to (in this example, Windows 7 was used) and <current user name> is the currently logged in Windows user.

Find the shortcut in that directory and place on your desktop, or where ever you like to keep your shortcuts.

Now if you ever encounter any other Steam game that has the same problem, this one shortcut should fix them.

Nope sorry. Wouldn't know how to. But this fix may not work for you anyway.

If you open up your Control Panel (on Windows 7, this will be linked to in the Start menu) and click on Region and Language, you'll get a new window open up. Look at the Administrative tab on that (last tab) and It'll tell you the language you have set for Current Language for non-Unicode programs. If that's English, this won't help you.

Okay, so I've been warring with this all day. I tried the tips here as well as those in multiple other locations on the internet. I have:

-Changed my language to "English (United Kingdom)", even though I already was on English (United States). Saw that many others had success with changing their language to English and got the idea after noticing that the given language in the details tab of the LEGOPirates.exe properties was specifically noted as English (United Kingdom). Didn't help.
-Changed my screen resolution to all manner of things, from 1024 x 768 to 1280 x 720... before trying to open the game. None worked
-Downloaded and tried to install App Locale, but it's an older program from 2004 and I suspect this had something to do with its failed installation so I stopped there
-Gone into the compatibility properties of the LEGOPirates.exe and ran as administrator, plus quite a few other things... ran in compatibility mode as Windows 7 (what I have), as well as XP SP2, XP SP3 etc... plus checked and unchecked some other things like "Disable visual themes" and "Disable desktop composition". No luck.


WHAT I DID THAT FINALLY WORKED:
-Went into the Steam folder for the game at C:\Program Files x86\Steam\SteamApps\common\LEGO Pirates of the Caribbean The Video Game... and removed the (R) trademark. And bam. It worked.

After that I created a new shortcut from that filepath to LEGOPirates.exe and put that one on my desktop instead.

So if anyone else is like me... just take off that stupid (R) and see it if works!
