Not sure if is all included..
IMO is just like the console versions were some DLCs are not included.
Look at what was included in Dynasty Warriors 8CE and look at the DLC on that store page. What's included in the console release will be the same as what we will get.

I own DOA5 U and it did not come with all the DLC from Vanilla, there was a DLC pack where you could buy the rest. The fact that Last Round advertises a way to transfer your DLC licenses from your old consoles to the new consoles means that once again it will not include all the DLC.
I don't know the details but that's how I assumed it worked, unless there is now some universal Tecmo Koei account system that I don't know about. Point is I don't believe this game is going to come with a lot of DLC.
From what I recall, DLC that was included in Ultimate became costumes you needed to unlock; if you had purchased the DLC previously, for DOA5 vanilla, they were unlocked.
That could be what that is.
But your point still stands: DOA5 Ultimate did NOT include all previously released DOA5 DLC.
I hope that means I will be able to unlock the DLCs I already have on PSN.
