Your best chance is to disable all of the female characters from the stage queue in the menu.
Edit: Sorry in regards to YOUR problem: disable the characters with ornery costumes entirely. Problem is...solved. More or less.
In the end, it's all about having fun :)
This isn't a game for shy people ;) but the reason it's not in the living room is the same reason GTA V stays in the man cave. OP Leodario and I gotta keep our profiles up man.
If you don't want santa claus you can open properties of the game
in your Steam library and uncheck the pre order dlc,
but there are some cool outfits too so it's sad to do that just to avoid santa claus.
For bikini outfits from base game, I've no clues for now.
so some halloween and santa outfits are in the preorder dlc too.
They have added them in the preorder dlc when they have changed
the release date of DOA5LR on Steam.

I doubt they will add that, as it seems a obvious thing to have been done long ago.
However, one can hope I suppose. It is not a option on console versions either.
I also wanted a option to block certain AI characters picked as opponents from spawning, don't have that eiher. Sigh.
I don't have issue with skimpy outfits on the ladies at all. I bought in on this game for that reason as a high priority. I love seeing a scantily clad fem fatale beating the living Sheet out
of some poor sod.
I'm a prevert I guess. My current joy with game is picking a male beating victem to play
and setting the AI on 8 . Versus mode. Pick a fem for AI.
Racheal and Tina and Mila are glorious in their beatdowns.
Mila in particular. That wench is delliciouis brutal with the knee action.
Versus mode with tag is a riot with Racheal and Mila as AI opponents.
TO enjoy fully one has to suck at fighting, and I qualify.
