Suggested solution for 3D mouse users who can't get the keyboard to work at all
In my specific case the culprit was the driver for my 3D mouse, but in principle this can happen to any setup if the game "hooks" up to the incorrect game controller.

Description of problem:

It turns out that the 3D mouse (Space Navigator) from 3dconnexion sets up a game controller which takes precedence over the keyboard in certain games (not only DOA5LR). It could also cause problems if you want to use another game controller (Xbox, PS-controller), because the game may still hook up to the 3D mouse.

In general, this could happen with any input device that the game connects to: If the input device is not your keyboard or intended input device, you'll need to disable the device (unless the game itself allows you to choose which game controller to use).

Solution:

The solution is to simply disable the 3D mouse. It's not necessary to physically disconnect the device or uninstall it (simply disconnecting the device won't help anyway), and you don't need to restart the computer.

This is how you do it:

- First you need to disable the 3D mouse service: From the Start Menu, go to the 3Dconnexion folder, then select the Driver subfolder. Click on Stop Driver. The LED lights on your 3D mouse should now be turned off (tip: Make a shortcut on your desktop if you want easier access to Stop Driver).

- The next step is to disable the drivers: From the Start Menu, click Control Panel. Then click Device Manager.

- If you have a Space Navigator installed/connected, you'll see the following 3Dconnexion devices under Human Interface Devices (the device listing may not look identical, depending on your setup):

- You need to disable the 3Dconnextion SpaceNavigator device by right clicking and selecting Disable from the popup menu (just ignore the warning about disabling the device, because that's exactly what you want to do). There's no need to restart your PC (just click No if asked).

- Also disable the HID-compliant game controller, which is hooked up to the KMJ Emulator. There's no need to restart your PC. If you're not sure you've picked the correct game controller, open Properties and look under Location: If it says "on 3Dconnexion KMJ Emulator", then you've found the correct game controller.

- The Human Interface Devices tree will now look like this (note the "arrow down" icons, indicating that the devices are disabled):

This process takes less than a minute and is relatively straightforward.

To re-enable the 3D mouse, simply repeat the process in reverse order:

- Re-enable the drivers first (right click on the device in Device Manager, click Enable). Again, there's no need to restart your computer.

- Restart the 3D mouse service (Start Menu > 3Dconnexion > Drivers > Start Driver).
