In Ultimate all you have to do is complete a difficulty in Arcade, Trial, or Survival mode. You can also use Tag mode to unlock the next costume for both of your tag team members at the same time. You don't unlock a new costume if the character has already completed that mode's difficult before.

I recall some racing games doing stuff like that, charging DLC to unlock cars already in the game for people who don't wanna unlock them all by playing the game LOL
No... none of the DLC can be unlocked in game. Cash only.
You have costumes that comes with the game that are unlockable through playing the game.
You have separate costumes that you can purchase as DLC, but you can see other players using them. The only way to play with those costumes is to purchase the DLC.
And I've spent quite a few dollars on some DOA5U DLC, I tell ya.
But since he is posting in the DOA5LR PC thread, and since he wasn't very clear which one he meant until someone told him one of those names, it is very likely he was actually asking about this PC game, which is DOA5LR.
DOA5LR for PC unlocks most easily by playing Tag Team in Arcade Mode versus the AI and you can unlock most of the costumes that way, and use the Rookie difficulty level the whole time. You don't even have to change the members of the tag team to get costumes for other players, although either way, you'll earn 2 costumes per victory until those unlockable that way are complete. Each Rookie Arcade session is 4 matches, which is not hard at all.

Now, you also can simply copy a complete save and get all unlocked supposedly. As to whether some costumes actually require Legendary in various modes, so say some. I haven't gotten that far, if so I may never unlock those.
But unlock procedures vary per DOA game and per DOA platform. This is also true with GTA and so on. Beware the pat answer given early in a PC game's lifetime. The console crowd loves to tell you its solutions without having tested them fully in the actual PC game. There is a guide on Steam that claims the methods required.
