There's a modding system called lnk_reshuffle that replaces costume slots but I've never worked with it myself.

I know its been a few years but I'll leave this here for posterity (since I know other people are searching for how to get rid of those damn santa suits) lnk_reshuffle definitely can disable all of the santa suits.

Install it, then look at the number of the santa suit in the bottom left (on character select screen) and then in lnk_reshuffle disable that number for that character. Once you figure out what to do it only takes a half hour to get rid of all of the santa and halloween costumes.

Set a mod up in the santa costume (or any other costume) you don't like, select it, control-1, and the default changes to your mod.
