Report a translation problem
All my dlc work (Have almost all dlc except like five of them and the DoA ultimate pack). I have the full game though.
I still can't use my purchased characters, all it does is show me the You Must Purchase the character stuff, despite the DLC showing as installed on my steam.
Is there any way I can contact the devs about this?
Have you looked at the game in your library to make sure the checkboxes are checked? Steam might have gotten confused about setting those if you bought them while the game was installing. It's possible the DLC is installed but disabled.
I had the same issue as you with the game not recognizing the installed DLCs but verifying my cache fixed it for me.
Game Library -> Right Click on DOA -> Properties -> Local Files ->Verify integrity of Game Cache.
Steam updated the missing/corrupted files and now I can use my paid DLCs in game.

Story mode is locked.
Only 2 characters are playable.
Store won't open in-game.
Verifying integrity of game cache did nothing unfortunately.
Update: reinstalling the dlc did nothing.
Definitely check the checkboxes in your library but the store not opening is really messed up. Can you even activate the Steam overlay with shift-tab? Both in this game and in other games?

Me too, I refunded the game before. Now the DLC wouldn't be activated after I repurcahsed the game on steam.
I would like to do that but I got the full game bundle at 50% off. I don't want to risk missing out on the sale. I already submitted a ticket to Steam support. I hope that would be helpful.
I got the same message from Steam. KOEI TECMO support hasn't been very helpful either. They've responded to me twice. First, to verify integrity of cache. Second, to uncheck DLC boxes and recheck. They have yet to respond a third time.
It's just frustrating since those are the exact same things I've told them I've already done. It's like they don't read my message at all.
I will update when I hear back.
Edit: On the bright side, they respond within 24 hours, unlike Steam which took 2 weeks.
Well that's sad, I want to play this game and don't want to make a refund for a second time. And it would just be a hassle to contact steam support for a refund after passing 2 weeks limit time.
