Bullet Time (glitch?)

The Spacebar item "Bullet Time" is supposed to slow down all enemies and enemy bullets around you.
However, I just found out that it does not work on the last phase of the kill pillars, he will still jump to you at the same speed, but the bullets he shoots stack out on top of each other, making it nearly impossible to live.

This seems unintentional? lmk what you think
