Also I have nothing of AMD, so it is not connected to this issue.
Adding -force-d3d9 does not help.
OK, found the soution for my case.
So aprt from AMD issue above there may be some conflict with:
1. Outdated drivers. Both video and cpu.
2. Recently installed software.
I've had the second case - there was a conflict with ♥♥♥♥♥♥♥ Citrix Workspace. Uninstalled it and everything worked.
This also helped with other games which had the same issue.
My game also started working once i unistalled citrix workspace.
