I normally just don't care about these things, except the Drill now has a 100% chance to spawn in the shop, meaning I cannot purchase any other useful item, since the Drill keeps taking up space.
*I can put up with mimics killing me after a boss fight and having to rely on the Wiki to figure out what any of the guns do, but nothing comes close to this sort of frustration.*
It turns out that taking the items by force unlocks the payday items a lot more reliably!
Just rattle off a few shots on the first-floor shop, use your two blanks to tank the shop keeper's tantrum, grab the drill, and restart the run! I feel silly for not trying that sooner!
but yes in the end I got all 3 payday items with "anger shopkeeper" method, Maybe grappling hook really was bugged at a time, no idea
