All guns passively reload themselves if they are not active for about 5 seconds. So, when you are switching to another gun, after a few seconds your Rad Gun is passively reloading itself. It's not the reload that's causing this: It's just time based.
The Rad Gun requires an active reload in order to get the damage bonus from it. Passive reloads, including switching away from it for a few seconds, picking up an ammo drop, or going down an elevator, will result in a damage penalty until the gun is actively reloaded again.
I wasn't sure if it was actually a bug or not which is why I said "I've found a possible bug/glitch."
Tough it did seem the Rad Gun was staying at the same power level to me since the bullets looked the same for a long time and it sure did a lot of damage, but I can't be entirely sure.
I sent the devs a tweet and they saw it so I guess they'll look at it if it's not behaving as intended.
