as for the price, you aren't mean't to "buy" it. You have to steal the payday items (same for the loot bag and drill) by shooting at the shopkeeper.

If you don't mind a little spoiler you could search up the Enter the Gungeon wiki and find out the more subtle specific bits of information about the clown mask or for just about anything you find in the game really.
This be what the mask (and the other Payday items) does, so read if you want to spoil it for yourself Mask: spawns one of three minions, spawning another one of the remaining ones for each other Payday item you have. One wields a shotgun, a second uses a taser to stun enemies, and the last one hangs near you and fires off mini blanks when bullets get near.
Drill: an active item that can be used to unlock any chest or locked door. You fight one or more waves of spawned enemies while the drill does its thing, unlocking the chest/door once all waves are cleared
Money Bag: increased money drops from enemies. Getting hit makes you drop some of your money which does not auto collect and disappears if not quickly recovered[/spoiler
