http://enterthegungeon.gamepedia.com/Items says "Increases the player's coolness." What does this mean?

So ballot does some interesting things you won't immediately see depending on what you have. I can say for certain. It improves proc rates on bullet mods.. First time I got ballot I had shock rounds and was still using starting marine gun. Would get 1-2 shock rounds per clip. Picked up the ballot and from then on it was only 1-3 per clip that wasn't shock rounds. Amazing item to pair with bullet mods
