Personally I've been doing consistently best with the Convict lately. Her pistol is amazing. I totally sold it short when I first played her because I was just looking at the clip size. Reload on it is super quick, though, and the rate of fire is really good so you can just spam bullets without really thinking about it.
It's really up to your playstyle. Eventually, to unlock everything in the game, you need to craft The Bullet on everyone and kill their past so it's not like you won't be spending plentiful time with them all.
He has more ammo in his starting pistol, an amazing passive item that gives you more accuracy and reload speed, a failsafe active item that gives you full ammo if you're ever in trouble and to top it all off he starts with free armour. Easily the best character, but the others do have small benefits.
Rate of fire matters, a lot. Both the hunter and convict blaze through the first floor quicker than the two male characters because their starting weapons shoot way faster and reload way faster. It's also hard to argue against starting with extra guns, even as mundane as the Sawed-off and Crossbow.
The hunter's dog is underrated. A single blank means it just made up for the Marine starting with an extra hit of armor. He'll usually dig up an item per chamber, sometimes more. It's not insignificant, or at least no more so than starting with a pip of armor.
The convict's damage passive is also massively underrated. Even if you're crazy good at this game, the later bosses are especially hard to dodge. If you have any automatic weapon, you will do SO MUCH extra damage. If I wasn't the convict on my most recent run, I would not have got past the Wallmonger because I just cannot figure out his ridiculous bullet patterns so the damage boost helped me kill him before he killed me. The damage boost is actually really extreme and often prevents further hits because you just obliterate whatever damaged you. The downside is it's not particularly good with slower weapons, but then again, the Marine's accuracy passive does nothing on any beam weapon.
The marine is very good! But I just think it's false to say he's "objectively" the best character.
The best character is whomever you do best with. Everyone has upsides and downsides.
