Besides, nothing wrong with bad combos, ghost bullets also ruin explosive weapons, should they change those as well?
It's a good situational item.
The combination makes bosses obsolete. The rockets swarm in a circle around/through the boss and do massive damage constantly before eventually exploding. It's crazy.
Angry bullets (and Ghost bullets) synergize with certain guns better than others. Explode-on-hit guns aren't great with either.
But bouncing shots are amazing with ghost bullets, and bullets that can only hit one enemy are amazing with angry bullets (both work well with rubeadyne prototype).
Try rapidfire or shotgun weapons with angry bullets, for example, normally you shred one or two enemies at a time, but this allows you to take out several at once.
