What would cause a 10% in ammo?

I had regular ammo, then went down to the fifth floor and noticed I had 10% less ammo on every gun. The only pickup I got in the interim between after I beat the 4th floor boss and noticed the ammo differential on the fifth floor was fat bullets. Is this a bug? I'm playing as the huntress.

Like just when you enter fifth floor, -10% to all ammo? I've never noticed that before.

Fat Bullets are supposed to cause decrease in ammo

From the wiki:

Fat Bullets is a passive item.
Effects

Significantly increases bullet size.
Decreases maximum ammo by 10%.

I think they are definitely worth the tradeoff, fat bullet mega hand was an easy carry all the way through bullet hell.

thanks for the clear up! It actually followed me into my past too, as huntress. Had 35 less starting bullets and 10 less bolts, but it was weird because My ammo CAPACITY was normal, I just started with 10% less, even though passives don't carry over into pasts. Anyways, yeah, fat bullets kick ass. Thx for clearup.
